What are the causes and what can be done to catch up with the others? <strong>Assoprovider asks Maurizio Matteo D\u00e8cina, economist and great expert on Telecom affairs<\/strong>, author of the essay <em>Goodbye Telecom<\/em>.<\/p>\n<p><strong>What are the causes of the Italian gap compared to other countries?<\/strong><\/p>\n<p><strong>\u00ab<\/strong>The causes are many and of different nature. First of all, political: the privatization of Telecom was carried out too superficially. Then there are regulatory reasons: as long as the civil code allows artifices such as Chinese boxes, leverage buyouts, or privileged governance of minority shareholders, it will never be possible to have development plans within large companies that benefit the country. And finally, there are media and social causes: <strong>broadband on one hand has been an antagonist to televisions and on the other hand, due to the widespread use of mobile telephony, has always been considered of secondary importance.<\/strong> Finally, politics, apart from the very last few years, has done very little to change the picture.\"<\/p>\n<p><strong>In your studies, you analyze how Telecom's debts have delayed the development of the Network in Italy. What has emerged from your analyses?<\/strong><\/p>\n<p><strong>\u00ab<\/strong>Telecom Italia still has the 30 billion from various IPOs and mergers. <strong>Imagine now what would have happened if this amount had been invested entirely in broadband.<\/strong> Today, we would probably not have a network in FTTC, but rather two networks in FTTH with significantly different macroeconomic impacts on the country's system. The numbers demonstrate that the more an economic system has competition, a high number of providers, legality, and bureaucratic regulations that facilitate business, the more the country has high bandwidth speeds functional to macroeconomic and social growth. <strong>The role of small providers is fundamental, especially with the <a href=\"\/?p=1346\" target=\"_blank\" rel=\"noopener noreferrer\">5G<\/a> that will soon revolutionize the entire concept of the network<\/strong>. Through microcells, autonomous ecosystems will be created that can also be managed by small and very small providers oriented towards vertical market niches\u00bb.<img decoding=\"async\" class=\"alignnone wp-image-1425 size-full\" src=\"https:\/\/assoprovider.it\/wp-content\/uploads\/2018\/03\/slide-1-Marco-Decina.jpg\" alt=\"\" width=\"960\" height=\"540\" srcset=\"https:\/\/assoprovider.it\/wp-content\/uploads\/2018\/03\/slide-1-Marco-Decina.jpg 960w, https:\/\/assoprovider.it\/wp-content\/uploads\/2018\/03\/slide-1-Marco-Decina-300x169.jpg 300w, https:\/\/assoprovider.it\/wp-content\/uploads\/2018\/03\/slide-1-Marco-Decina-768x432.jpg 768w\" sizes=\"(max-width: 960px) 100vw, 960px\" \/><\/p>\n<p><strong>Three things you would do immediately to promote the development of the Network in Italy?<\/strong><\/p>\n<p>\"Unbundle the Telecom network with the State's return in long-term development plans to create a wholesale network at advantageous prices for retailers and with a migration plan from copper to fiber.\" <strong>Promote competition in the last mile with a variety of solutions managed by numerous local providers<\/strong>, even small ones, that will create their own digital ecosystems. Promote, especially through regulations, the development of numerous solutions for social well-being such as telework, teleassistance, or telemedicine. All applications that require broadband and reduce the costs of traditional practices.<\/p>\n<p><strong><img decoding=\"async\" class=\"alignnone wp-image-1424 size-full\" src=\"https:\/\/assoprovider.it\/wp-content\/uploads\/2018\/03\/Slide-4-Marco-Decina.jpg\" alt=\"\" width=\"960\" height=\"540\" srcset=\"https:\/\/assoprovider.it\/wp-content\/uploads\/2018\/03\/Slide-4-Marco-Decina.jpg 960w, https:\/\/assoprovider.it\/wp-content\/uploads\/2018\/03\/Slide-4-Marco-Decina-300x169.jpg 300w, https:\/\/assoprovider.it\/wp-content\/uploads\/2018\/03\/Slide-4-Marco-Decina-768x432.jpg 768w\" sizes=\"(max-width: 960px) 100vw, 960px\" \/>\u00a0<\/strong><\/p>\n<p><strong>What can small providers do to have a greater impact on GDP and employment?<\/strong><\/p>\n<p>\"Unfortunately, associationism in Italy has never gained much traction. Those who have tried have always had to bear the consequences of an outdated system that rewards the status quo, serving the usual speculative logics. However, the problem is not only upstream, as the Italian tradition has always been characterized by low political and social collaboration at all levels. Let me give an example: the small shareholders of Telecom, after years of relentless work for the benefit of the country, do not even exceed 1% of Telecom's capital in a country where there are about 500,000 small shareholders who could represent over 50% of the capital.\" <strong>Policies should be initiated to encourage the aggregation of small entities, even through media campaigns.<\/strong> Even if the media are quite moderate, to use an understatement. Let's see, it will be a good match. Ours is a country that shows its best in times of difficulty. However, the situation is gradually improving.
