Since its founding in 1999, <\/span><\/i>Assoprovider has fought against unfair competition in the telecommunications sector <\/i><\/b>with the aim of <\/span><\/i>improve citizens' access to Internet services.<\/i><\/b> Many battles have been won, and many more will be faced by the association this year and in the years to come, <\/span><\/i>such as those exemplified by these programmatic points.<\/i><\/b><\/h2>\n

1. Use and management of collective assets<\/b><\/h2>\n

In its program, Assoprovider is committed to:<\/p>\n

    \n
  • Bring transparency and eliminate episodes of discrimination in the allocation of <\/span>licensed P2P frequencies<\/b><\/li>\n
  • Remove every<\/span> restriction on the use of licensed frequencies<\/b>, both for delivering Internet access and for building backhauling<\/span><\/li>\n
  • Expand in the <\/span>PNFR the number of unlicensed frequencies <\/b>available<\/span><\/li>\n
  • Report the <\/span>episodes of discrimination against SMEs<\/b> in the 5G and shared spectrum competition.<\/span><\/li>\n
  • Monitor the proper functioning of SINFI<\/b>, the infrastructure information system, aimed at encouraging infrastructure investments in telecommunications. <\/span><\/li>\n
  • Bring <\/span>transparency within the frequency registry<\/b>, to prevent discrimination against SMEs.<\/span><\/li>\n
  • Help all municipalities to<\/span> correctly understand the rules governing the use of collective goods <\/b>for communication infrastructures. <\/span><\/li>\n
  • Affirm a <\/span>Open Fiber wholesale model<\/b> including civil support infrastructures, not only for fiber. Ensuring all operators, at the same time, the use of the dark fiber portion.<\/span><\/li>\n
  • Make <\/span>mandatory service conferences<\/b>, inviting all trade associations, which will then have the task of forwarding the invitation to their members to participate.<\/span><\/li>\n<\/ul>\n

    2. Collective use and economic support<\/b><\/h2>\n

    In its program, Assoprovider is committed to:<\/p>\n

      \n
    • Monitor that in the tenders for the <\/span>ultra-broadband implementation<\/b> there are no discriminatory constraints for SMEs. <\/span><\/li>\n
    • To oblige <\/span> those who engage in wholesale of goods<\/b>, created with collective economic contributions, to apply the same conditions of non-discrimination and transparency also to all products connected and created outside of public funding (the<\/span>prevent the use of non-funded products to surreptitiously introduce discriminatory measures<\/b>).<\/span><\/li>\n
    • To have approved <\/span>new bidding criteria <\/b>that are not tied to the size of the participant and ensure that all SMEs have equal access to public funding for infrastructure (eliminate multilevel subcontracting at its root).<\/span><\/li>\n
    • Eliminate any economic\/technical obstacles imposed by AGID\/CONSIP for the provision of Internet services to local Public Administrations<\/strong>, as in the case of SPC services on connectivity different from that of the operators selected in the tender.<\/span><\/li>\n
    • Intervene on the Communications Code to clearly define the rules of use<\/strong> of multi-service condominium networks by TLC Operators in order to avoid duplication of internal infrastructures in buildings and the consequent economic damage to condominium owners who have invested in multi-service cabling. Introduction in Legislative Decree 259\/2003 Communication Code, of the figure \"Condominium Operator\" based on the French model.<\/span><\/li>\n
    • <\/li>\n<\/ul>\n

      3. Anti-competitive discrimination<\/b><\/h2>\n

      In its program, Assoprovider is committed to: <\/span><\/p>\n

        \n
      • Operate for the neutrality of both transport in relation to content and vice versa, and therefore prevent SKY and anyone else from being able to operate the <\/span>discrimination in transport by content<\/b> (joint statement AIIP).<\/span><\/li>\n
      • Obtaining the<\/span>obligation of properly sized peering<\/b>  in the<\/span> various NAPs<\/b>  regional for each operator that in the region has more than 10% of the total regional users or that has more than 10% of the traffic on a regional basis (The distribution of CDNs must not result in indirect discrimination against local operators). <\/span><\/li>\n
      • Regulate <\/span>internet traffic to foreign countries<\/b>, prohibiting it from occurring when it involves communications where both the sender and the recipient are Italian and both have access connections provided by Italian operators. <\/span><\/li>\n
      • Prevent transport operators from using infrastructure on Italian soil and that do not engage in peering at NAPs<\/strong>. (e.g., Sparkle not allowing peering in  Italy with African operators despite such traffic crossing Italian soil)<\/span><\/li>\n
      • Minimize the involvement of operators in crime repression to the essential minimum and impose  <\/span>a fair remuneration for operators implementing the blockings<\/b> and any other judicial measure in order to avoid consequent market distortions to the detriment of smaller operators.<\/span>
        \n

        4. Technology and Innovation<\/b><\/h2>\n<\/li>\n<\/ul>\n

        In its program, Assoprovider is committed to:<\/span><\/p>\n

          \n
        • Promote the <\/span>dissemination of a zero backdoor approach<\/b> that is, to promote the use of FPGA technology in order to have control over every level of the ISO\/OSI STACK and thus allow the use of devices without manufacturer-imposed firmware.<\/span><\/li>\n
        • Promote the<\/span>digital processing of radio signals SDR<\/b>  (Software Define Radio) FPGA based  and therefore promote the definition of OPEN radio transmission protocols <\/span><\/li>\n
        • Encourage the <\/span>SDN routing and switching dissemination <\/b>(FPGA based).<\/span><\/li>\n<\/ul>","protected":false},"excerpt":{"rendered":"
