Covid 19 – Open Letter to the President of the Council of Ministers

Subject: Open Letter to the President of the Council of Ministers.


Dear President Conte,
Assoprovider is the trade association representing the largest number of SMEs in the telecommunications sector, which are currently in
forefront in ensuring essential digital services to citizens and institutions, particularly in Digital Divided areas. We are deeply concerned not only about the direct consequences of this crisis but also about the long-term effects that decisions made in urgency could have, potentially leading to irreversible reductions in competitive dynamics, with situations of preemption/predation.

We therefore request that the procurement of digital products and services by citizens and institutions duly consider the size dynamics of companies in the sector, so as not to add further future damage to this crisis and not to harm the most efficient and responsive entities, such as the SMEs we represent. We expect the competent authorities to carefully scrutinize, and possibly consult with trade associations in a timely manner, all initiatives that could lead to irreversible decisions that favor entities which, moreover, do not comply with Italian or EU fiscal dynamics.
We suggest structuring the economic incentives that will be established in such a way that they are directly provided to users with technical methods that allow their use with the provider of the users' choice, without being tied to the size-related issues of the provider.
We trust that especially in this context, the Public Administrations will strictly adhere to the regulations that facilitate the adoption of OPEN SOURCE products and, secondly, that facilitate interoperability and not proprietary solutions and/or those that transfer data outside the national/community territory.
We also hope for swift intervention to amend the regulations that hinder the easy use of UNUSED collective resources (frequency spectrum) by entities capable of operating quickly at the territorial level, in order to ensure the use of "Smart Working" even in low-density areas (Digital Divide areas). In this regard, our technical proposals have long been communicated to the Ministry of Economic Development and, more recently, brought to the attention of the Ministry for Technological Innovation and Digitalization and the Ministry of Regional Affairs.
