TLC: Blank Signed Promissory Notes – First Episode

"Politically incorrect" post?
For the series: “have you ever wondered who invented this world of yours in 2014? who paved the way?

Year 2014, Article 6, paragraph 4 of the Destination Italy

All companies operating in the TLC market: ISP, Wisp, Voip Operators, Manufacturers, Distributors, and users have, some unknowingly but many knowingly and pretending to ignore it, virtually signed a “blank bill of exchange” con #Assoprovider, this first post of the series “Blank promissory notes” reports one of ours among the many battles won that have contributed to the growth of the market by increasing operators and fostering competition.
I am referring to the revision of Annex 10 and administrative fees, I invite you to read the article (laws) on Fatto Quotidiano, dated February 2014, by the "blogger" Eduardo Meligrana titled "Destination Italy, the article that breaks the oligopoly for providers
But in concrete terms?
Until 2014, those who wanted to operate in telecommunications had to pay ANNUALLY administrative contributions ranging from 27,500 euros to 110,000 euros depending on their geographical operation, i.e., for municipalities up to 200,000 inhabitants, over 200,000 inhabitants, and 110,000 euros for the entire national territory, effectively making any business plan "flawed" for small operators.
Loners and madmen” we carried on this battle and managed to pay 600 euros per every 1000 customers regardless of geographical location.
So to cover a small municipality of 10,000 inhabitants “before us” were paid 22.500 euros since 2014, thanks to Assoprovider, with 600 euro administrative obligations are complied with.
As of April 2022, Assoprovider has 264 members, but those registered with MISE are about 1400! Therefore, just over 1000 "official" operators take advantage "for free" of the "decades-long" battles of a few to "do business," not to mention distributors and manufacturers: before 2014, they dreamed and hoped that one of the few OLOs would receive it, often after long and humiliating waits, but after 2014, suddenly, but not by magic, a world of opportunities opened up with the birth of many companies.
Why this post?
In recent days in Caserta, hosted by the partner FiberTelecom, I listened to the beautiful “case history” of some operators from Campania, those who had wired Ravello, or a small village in Cilento or Molise, and I wondered how they would have managed if, for each village and each year, they had to pay 22,500 euros in “taxes”: and those communities, with the continued “oppressive” regime of old administrative rights, how would they have done “smart working” and, in my small way, I felt proud to belong “always” to the most widespread and specialized network of Italian TLC that often fights alone, the Digital Divide both structural and cognitive.
So here is the answer to the initial question: Assoprovider has paved the way!
The bill of exchange?
Trivial and ironic controversy invites the "many missing colleagues" to join our association and "pay" this promissory note, together we could have more influence and prevent injustices, due to ignorance or bad faith, against independent operators and the many SMEs in the sector, injustices that materialize with penalizing regulations and allocations of public funds "to the usual suspects" or worse that they "they gave up“, paying, pieces of digital sovereignty to non-European companies such as in the case of the Cloud P.A.
It is an invitation extended to all distributors and manufacturers as well; a free and informed market is an opportunity for everyone.
