In collaboration with the Umbria Region, for the drafting of regional law 31/2013, an excellent public/private mix, which still today, despite the adoption of the European communications code, remains very advanced and subject to very few modifications, 2013 (a big thanks to the then regional councilor Stefano Vinti).
Being together with GARR, a consortium of public universities and CNR, to promote the initiative "Conoscere Internet", aimed at reducing the cognitive digital divide, with a basic literacy course, 2015 (a big thank you to Dr. Gabriella Paolini, head of GARR's education, in addition to great knowledge and expertise in
networking field).
And now, this publication, an immediately usable tool for local public administrations to embrace the development potential of digital technology.
The idea stems from the observation that, unfortunately, not all municipalities can afford expertise in the field of telecommunications (some municipalities, due to budget constraints, even have to share a surveyor with neighboring municipalities).
Divided into two parts, with the first part focusing on legal and regulatory references and the second providing an immediately technical path that is readily accessible and applicable.
It is evident that the work is intended for use by the Municipalities, but the Regions can also benefit from insights, given the co-legislation in the field of telecommunications.
