We publish the letter that the association sent to the President of the Council of Ministers, Giuseppe Conte, to request measures to support the SMEs in the telecommunications sector, which are essential to ensure access to Internet services for the entire country, especially in such a delicate phase.
Open Letter to the President of the Council of Ministers
"Dear President Conte,
Assoprovider is the trade association representing the largest number of SMEs in the TLC sector, which are currently at the forefront for ensure essential digital services to citizens and institutions, particularly in Digital Divide areas.
We are deeply concerned not only about the direct consequences of this crisis but also about the long-term effects that decisions made in urgency could have in the future.reductions in competitive dynamics, with irreversible preemption/predation situations.
We therefore request that the procurement of digital products and services by citizens and institutions duly considers the size dynamics of companies in the sector so that no further future damages are added to this crisis and are not harmed, especially the most efficient and responsive entities, such as the SMEs we represent.
We expect the competent authorities to carefully examine, and possibly consult with trade associations in a timely manner, all those initiatives that could lead to irreversible choices that favor entities which, moreover, do not comply with Italian or EU fiscal dynamics.
We suggest structuring the economic incentives that will be established in such a way that they are directly provided to users with technical methods that allow their use with the provider of the users' choice, without being tied to the size-related issues of the provider.
We trust that especially in this context, public administrations strictly follow the regulations that facilitate the adoption of OPEN SOURCE products and subordinately, that facilitate interoperability and not proprietary solutions and/or that transfer data outside the national/community territory.
We also hope that prompt action will be taken to ccorrect the regulations that hinder the easy use of UNUSED collective resources (frequency spectrum) by entities capable of operating quickly at the territorial level, in order to ensure the use of "Smart Working" even in low-density areas (Digital Divide zones).
In this regard, our technical proposals have long been made known to the Ministry of Economic Development and more recently brought to the attention of the Ministry for Technological Innovation and Digitalization and the Ministry of Regional Affairs.
